The policy’s overarching principle is to provide fair opportunities for input from the EUnetHTA Joint Action stakeholders while ensuring scientific independence from undue influence of external parties. Key means of involvement are now the Stakeholder Forum which started its work earlier this year and public consultation.
The EUnetHTA Joint Action stakeholder policy distinguishes between the involvement of stakeholders and the involvement of experts, both in terms of content and process of involvement. The level of expert involvement (restricted/unrestricted) will depend on his/her explicit statement of conflict of interest. The leads of relevant Work Packages manage the involvement of stakeholders (through Stakeholder Advisory Groups, whose members can be nominated by the EUnetHTA Joint Action Stakeholder Forum participants) and experts in the scientific work of the Joint Action. The EUnetHTA Joint Action Executive Committee will provide coordination and guidance on overall stakeholder and expert involvement issues. It will work continuously with the EUnetHTA Joint Action Stakeholder Forum in monitoring and ensuring a transparent, responsive and responsible stakeholder involvement process.
