[CLOSED] Public Consultation of the HTA Core Model version 2.1

The HTA Core Model has been updated in two phases by WP8 of EUnetHTA Joint Action 2. First, a major overhaul of the Model was made in 2013, resulting in version 2.0 in which most contents were updated. During 2014 the revision process continued through updating contents of the legal domain (the only domain not updated for 2.0). Further work in 2014 included a revision of the list of HTA questions (the ontology) in some domains to remove redundant overlaps and to align the questions with those used in the rapid relative effectiveness assessment (REA) model application developed within WP5.

We are happy to announce that as of today, the full model contents version 2.1 are available for public feedback, which will be used in the further development of the next version to be published in 2015.

This consultation will take place between the 7^th of November and the 15^th of December 2014 (NEW DATE).

Objective of the public consultation

The aim of this consultation is to obtain feedback on the new version 2.1 of the HTA Core Model, including applications for comprehensive assessment of diagnostics, medical and surgical interventions, pharmaceuticals and screening.

The HTA Core Model is a methodological framework developed by EUnetHTA to promote shared production and utilization of HTA information. The Model is available through the HTA Core Model Online here.

Core HTA information refers to any HTA information produced using the Model and published through the HTA Core Model Online. The information is published as “collections”, which are freely available here.

You can choose to review either A) the full model containing all content relevant for comprehensive assessment of diagnostics, medical and surgical interventions, pharmaceuticals and screening, or B)any of the four technology-specific applications.

The applications each contain a subset of the full model in html-format.

How to submit your comments?

Please provide any comments on the Model using the Public Consultation Survey Form which you can find here.

Please submit the online form no later than 15 December 2014 (NEW DATE – DEADLINE EXTENDED).

The survey focuses on the set of HTA questions (the ontology) available in the Model, as well as the available methodological guidance. You can provide feedback on any of the nine domains of the HTA Core Model. We hope that you would cover as many domains as possible.

If you wish to draw our attention to published literature, please supply the full reference.

Please note that only comments submitted within the indicated timeframe, through the indicated online form and in accordance with the described procedure will be taken into account. In order to be considered, the name, organisation, telephone number and e-mail address of the sender should be included in the relevant parts of the form.

We are unable to accept:

• Comments received after the consultation deadline
• Comments not completed on the online survey form
• Confidential information or other material that you would not wish to be made public

The sender should indicate if he/she submits the comments as an individual or on behalf of an organisation.

What will happen to your comments?

1. The responses will be processed by the WP8 Lead Partner, THL (National Institute for Health and Welfare, Finland). Results of the consultation, including text comments, are shared with the participants of WP8 and the EUnetHTA Executive Committee and possibly with other participants of EUnetHTA JA2 relevant for the model development. THL will not share respondents’ data with third parties for direct marketing.
2. The contact information of all the organisations that properly submitted contributions will be made public on the EUnetHTA public website by the end of February 2015 (unless the author has explicitly opposed publication of their contribution or the contributions do not address the respective consultation documents or contain complaints against institutions, personal accusations, irrelevant or offensive statements or material). The name of the author, his/her affiliation, and date of the response’s receipt will be disclosed when the contribution is made public.
3. Feedback comments will be responded to by THL, or by members of WP8 in a combined document that will be posted on the EUnetHTA website after the final results of the public consultation are published. The document may contain the original feedback in full or as aggregate data. The final format will be chosen by THL, depending on e.g. the amount of feedback received.
4. No action will be taken upon receipt of late comments.
5. If responders wish to modify their response after submitting the online form, they should contact eunethta@thl.fi within the timeframe of the public consultation.
