EUnetHTA developed a framework paper on how to use GRADE. The goal was to have a systematic and transparent approach in describing uncertainties around the evidence, while allowing for flexibility for adaptation to different national contexts. This has resulted in the partial use of GRADE in which assessment authors use the instrument (i.e. domains) of GRADE to assess certainty of evidence, but no ‘grading’ is undertaken and no overall judgements made. Local HTA organisations can use the assessment to decide which uncertainties are relevant. They can adapt those results to the context of their national decision making. Recommendations for type of formulations to be used, or not to be used, in EUnetHTA assessments were additionally outlined in two different concept papers.
