The internal evaluation was a prerequisite by the EU Commission at the establish-ment of the EUnetHTA project. The evaluation was therefore organized as a separate work package, (WP3). Its role was to follow the development of the project towards meeting its general objective, and to feed back this information to the EU Commis-sion and to the Project’s participants at regular intervals. In such a way, it was hoped that any major modifications that might be needed could in fact be made during the life of the Project. The evaluation therefore focused on a number of criteria to judge the “success” of the Project in establishing the framework for developing an effective and sustainable network. The trend analyses show the developments over time.
